Govt claims to spend ₾1mln for consultation works of controversial Anaklia deep-sea port project

The Anaklia deep-water port development agency subordinated to the Ministry of Economy and Sustainable Development Georgia said earlier this week that it  would spend one million GEL for "various consulting services” for the development of the controversial Anaklia deep-sea port project “through simplified procurement”. 

 

The director of Anaklia Development Agency, Davit Javakhadze, applied to the Procurement Agency of the Ministry of Economy on July 28  to ask for permission to purchase services in a simplified manner from international companies like  Dechert Georgia, White & Case, Port Consultants Rotterdam, Maritime & Transport Business Solutions B.V. and others, to  take actions for the port construction which opposition said “is not in Russian interests and was hampered by the Georgian Dream authorities”. 

 

In response to the application, the Procurement Agency authorised Anaklia agency earlier this month to carry out the simplified procurement. 

 

Georgia is the only country in the Black Sea region, which still does not have a deep-water port. 

 

On December 24, 2017, the then Prime Minister, Giorgi Kvirikashvili, and Mamuka Khazaradze, the founder of the Anaklia Development Consortium, officially opened the construction of the port in Anaklia. 

 

At that time, Kvirikashvili said that Anaklia port was the biggest project of the 21st century Georgia, “a guarantee of turning Georgia into an industrial country”. 

 

Kvirikashvili left the post of Prime Minister in 2018. 

 

The Government of Georgia, during Giorgi Gakharia's premiership, announced on January 9, 2020, that due to non-fulfillment of obligations, the Anaklia Development Consortium,  which was supposed to build Anaklia Port, was terminating the contract. 

 

Anaklia Development Consortium was founded by Khazaradze and included Conti International (USA) and TBC Holding (Georgia).

 

The Consortium and its Dutch investor Bob Meyer are conducting an arbitration dispute against Georgia currently. 

 

Khazaradze,who was a co-founders of Georgia’s leading TBC Bank, claimed that the Georgian Dream government filed charges against him in 2019 for a Bank case dating back to 2008  to “hamper” the project which would “facilitate Georgia’s Euro-Atlantic integration process”.  

 

He claimed that the founder of the ruling Georgian Dream party, Bidzina Ivanishvili, “deliberately rejected the project” to benefit Russia’s interests.
