Borrell says it’s up to Ukraine when and under what terms it enters negotiations

EU High Representative for Foreign Affairs and Security Policy Josep Borrell affirmed that his visit to Kyiv was aimed at reaffirming EU support for Ukraine following the US election. Speaking at a joint press conference with Ukrainian Deputy Foreign Minister Andrii Sybiha, Borrell stressed the unwavering nature of this support, which he deemed critical for Ukraine to continue its defense against Russian aggression.

“This visit has a clear purpose, following the EU Council meeting in Budapest and the US elections. The purpose is to underscore the EU’s steadfast support for Ukraine, which remains unshaken and is crucial for your defense against Russian aggression,” Borrell stated.

He emphasized the need to increase and expedite EU assistance to Ukraine: “We must do more and act faster—more military support, more training opportunities, more funding, faster deliveries, and authorization for strikes on military targets within enemy territory. Simply holding the line isn’t enough; you must strike at the commanders. We must speed up deliveries and reduce self-imposed limitations, as time for Ukraine is measured in lives,” he added.

Borrell further stated that Ukraine has the sole authority to decide when and under what terms it is willing to negotiate.

“While there are many paths to peace, the only one that matters is a just and lasting peace. Our stance on this is clear: Ukraine alone should decide when and under what conditions to sit at the negotiating table. The EU stands firmly by your side in this, but let’s not be naive—Putin has no interest in negotiations and won’t engage unless forced to,” Borrell concluded.
