Georgia’s ruling party, Georgian Dream, on Wednesday passed a controversial new law requiring government approval for all foreign grants directed toward civil society and media organizations, raising fresh concerns among human rights advocates and international partners.
The legislation was fast-tracked through parliament in just two days, prompting criticism from opposition parties and non-governmental organizations, who accuse the government of “deepening its clampdown on dissent”.
Under the new rules, any foreign entity seeking to provide a grant must first submit a draft agreement to the Government of Georgia or a designated authority for approval. Without official consent, such funding will be considered unlawful.
The Anti-Corruption Bureau, led by Razhden Kuprashvili, has been tasked with overseeing compliance and monitoring the flow of grants.
