Georgian Parliament approves ban on pyrotechnics, masks, and lasers at protests in first reading

In a unanimous vote of 88-0, Georgia’s Parliament passed the first reading of a legislative package introducing restrictions on pyrotechnics, lasers, and face coverings during protests.

The ruling Georgian Dream party is fast-tracking the proposed amendments, which include changes to multiple laws, such as the Code of Administrative Offenses, the Law on Police, and the Law on Licenses and Permits.

The proposed changes to the Law on Assembly and Demonstrations specifically prohibit carrying firearms, explosives, flammable or radioactive substances, cold weapons, and pyrotechnics at protests.

During the plenary session, Rati Ionatamishvili, Chair of the Human Rights and Civil Integration Committee, introduced additional provisions to ban “laser and high-intensity light-emitting devices” and face coverings. However, exceptions for specific professional groups, such as journalists and medical personnel, may be included during the second reading.

“Initially, we focused on banning pyrotechnics. However, we’ve expanded the discussion to include lasers and face coverings, which could hinder journalists’ work or be used provocatively. The risk of aggressive intentions increases when individuals or groups conceal their identities with masks,” said Ionatamishvili.

The law’s partial enforcement is scheduled for February 1, with full implementation planned by April 1.
