Levan Ioseliani, the Public Defender of Georgia, on Thursday emphasized the importance of ensuring that any legislative measures do not jeopardize the country's constitutional aspirations, in response to the reintroduction of the Transparency of Foreign Influence bill by the ruling power. 

The Public Defender expressed a willingness to collaborate with the draft law's authors to ensure that the proposed legislation aligns with international human rights standards. 

While acknowledging the legitimate aim of enhancing transparency in foreign aid flows to Georgia and ensuring the accountability of recipient organizations, the Public Defender cautioned against measures that could disproportionately impede the rights to association and privacy.

Citing past criticisms from international bodies such as the OSCE/ODIHR regarding similar legislative initiatives, the Public Defender stressed the importance of safeguarding fundamental rights, particularly in light of Georgia's aspirations for integration into the European Union and NATO.

Furthermore, he  highlighted the existence of the eAIMS database, established in 2020, which he said provides comprehensive information on donors, funding sources, and project expenditures. He proposed refining existing legislation, such as the Law of Georgia "On Grants," and enhancing the eAIMS database as alternative means to achieve transparency goals without compromising individual rights.
