Corruption researcher Besik Donadze has criticised the performance of drainage systems in Tbilisi, saying properly built and maintained infrastructure should be able to cope with heavy rainfall.
"How is it possible that drainage systems never manage to cope with the challenges they face?" Donadze said.
He said drainage infrastructure was designed to collect and carry away rainwater and should function effectively when properly constructed and maintained.
"We know very well how this system works. With proper maintenance and quality construction, the drainage system should be able to handle heavy rainfall such as we saw yesterday and several days ago," Donadze said.
Heavy rainfall caused disruption in Tbilisi on 6 July.
