Georgia has entered Europe’s top 20 in the Government Effectiveness Index, an achievement highlighted by expert David Chikhelidze following the World Intellectual Property Organization’s Global Innovation Report 2025.
Chikhelidze noted on Wednesday that Georgia’s 62.5% score and 35th place globally outpaced one G7 country, 16 EU and NATO member states, and all EU candidate countries.
“Being among Europe’s top 20 signals that Georgia’s institutional environment is exceptional, not only regionally but across Europe,” he said. “The index evaluates public service quality, civil service professionalism, and independence from political pressure.”
Chikhelidze further noted that the ranking represented both international recognition and responsibility, with the need for continued reforms to deliver tangible benefits to citizens.
