Prime Minister Irakli Kobakhidze on Wednesday said that the protection of constitutional order was a fundamental principle of any legal state, stressing that democracy and constitutional principles must be recognized by all.

Speaking to journalists in Dubai, Kobakhidze said that “clear legal boundaries must be maintained” and that this required proper legal assessment.

“The constitutional order must be protected - this is the starting point of any legal state. Democracy must be recognized by everyone, and constitutional principles and the constitutional system must be respected by all. If there are challenges in this regard, they must be regulated by legislation,” the PM said. 

He described the proposed legislative initiative as timely and important, expressing hope that Parliament would complete the process and adopt the bill.

“Boundaries must be respected, and this requires legal evaluation. In my legal assessment, these boundaries are adequately defined. Freedom of expression is one thing, while the stability of the constitutional order is another - and the latter is a supreme interest,” Kobakhidze noted.

He further noted a country cannot develop peacefully if it remained in a constant state of sabotage. He emphasized that respect for the established democratic and constitutional framework is essential for national stability.

“We all see that, in reality, the constitutional system and constitutional institutions are recognized. However, there are persistent opposing messages aimed at preventing the country from stabilizing. Our interest - and the interest of our society - is the opposite: to calm the country. Everyone must respect our democratic system and constitutional order. This principle underpins the initiated draft law,” Kobakhidze concluded.
