Govt Administration head signals new anti-corruption, procurement reforms in 2026

Georgia’s government plans to submit a new set of legislative initiatives to parliament this year, focusing on anti-corruption measures and further reforms to public procurement laws, according to the Head of the Government Administration, Levan Zhorzholiani.
Speaking about the government’s plans, Zhorzholiani said the supervisory role of the Government Administration over various branches and directions of the executive власти would be further strengthened next year.
He said significant decisions had already been taken jointly with the Ministry of Infrastructure regarding the so-called “white list”. According to Zhorzholiani, one of the main weaknesses in the system had been special procurement rules applied to state-owned companies, which had been removed entirely from the framework of procurement legislation.
Those special rules have now been brought back under the procurement law, he said, with only highly specific goods and services remaining subject to exceptional procedures. Zhorzholiani said this change alone returned around 100 million lari to the standard procurement system.
He said that within six months the government had identified savings of up to 300 million lari, which would now be spent more effectively. Zhorzholiani added that if the data covered a full year, the savings could have been doubled, but stressed that such figures should decrease over time as procurement practices improve.
He further noted the goal is not to increase savings indefinitely, but to correct flawed practices so that state institutions can purchase more goods and services at appropriate prices and implement a greater number of projects with the same resources.
Zhorzholiani said the government intends to close all remaining gaps in the procurement system through legislative changes. He said the planned initiatives for 2026 aim to establish a transparent and well-functioning procurement framework “once and for all”.
He added that the Government Administration would continue to expand its oversight functions across different areas of executive authority in the coming year.
