Mdinaradze: ‘no argument exists’ against Georgia as 'most reliable' EU partner

Mamuka Mdinaradze, executive secretary of Georgia’s ruling party Georgian Dream, has said there was no argument against Georgia as the EU’s “most trustworthy partner,” but claimed that this did not align with the interests of the “deep state” and certain European bureaucrats.
Speaking at a briefing on the European Commission’s Good Governance 2025 report on Monday, Mdinaradze criticised what he described as politically motivated assessments from international actors. He argued that while some evaluations were allegedly influenced by external agendas, the report’s objective indices “confirm Georgia’s progress in multiple areas.”
“On the path to EU membership, there is no argument against Georgia as the most reliable partner. Yet, as we see, this does not serve the interests of the deep state or certain Euro-bureaucrats,” Mdinaradze said.
He highlighted several key indices from the report, which was based on data from internationally recognised organisations including the UN, World Bank, IMF, and the World Economic Forum. The official particularly highlighted:
Strong Institutions Index: Georgia scored 63%, ranking 34th globally, ahead of all EU candidate countries and 13 EU and NATO members, including Portugal, Greece, and Croatia.
Attractive Market Economy Index: Georgia reached 63.2%, placing 30th globally and within Europe’s top 20.
Leadership and Foresight Index: Georgia scored 52%, ranking 32nd globally and 17th in Europe, surpassing 19 EU and NATO countries.
Reliable Legislation and Policy Index: Georgia scored 70%, placing 26th globally and 18th in Europe, ahead of 18 EU and NATO members.
Mdinaradze argued that the findings had demonstrated Georgia’s objective achievements, including institutional and economic progress, which were often overlooked in “politically motivated assessments”.
“Where evaluations are based on objective data, Georgia leads the region. But whenever political motives enter, foreign actors try to place the country last. Our focus remains on serving the Georgian people and national interests,” he said.
