Washington drafts 28-point peace plan for Ukraine, Rubio Says

The United States has prepared a draft peace agreement for Ukraine, which will serve as a basis for future negotiations despite resistance from some US senators, US Secretary of State Marco Rubio said on Sunday.
He added the 28-point plan for regulating the war in Ukraine, leaked to the media earlier this week, was developed in Washington.
“The peace proposal was drafted by the United States. It is being offered as a solid foundation for further negotiations and is based on Russia’s proposal. However, it is also grounded in Ukraine’s previous and current proposals,” Rubio said.
Some senators have expressed differing views. Republican Senator Mike Rounds told reporters at a conference that Rubio called him and other lawmakers to clarify that the document was merely a proposal the US received and passed along to the Ukrainian side.
He noted that the text should not be considered an official plan or recommendation from Washington.
