Georgian President reaffirms pardon offer to opposition leaders as “political gesture”

President Mikheil Kavelashvili has reiterated that his offer to pardon several imprisoned opposition leaders in exchange of participation in upcoming local elections remains valid, framing it as a political move aimed at promoting democratic participation and national unity.
“When we need an alternative, healthy voice, it must come from the opposition,” Kavelashvili stated. “Their role should be to offer better ideas to the public than the government does—to present themselves as a viable alternative that citizens can trust. But unfortunately, that’s not the kind of opposition we have. They are engaged in destructive activities.”
The president explained that his proposal was based on a state-oriented vision, especially after certain political parties decided to participate in local elections, despite previously violating the law. “They knowingly broke the law and faced consequences. The state could not apply a double standard. Wrongdoers must be punished, and that’s why some ended up behind bars,” he said.
Still, Kavelashvili emphasized that his gesture is a goodwill act intended to give both opposition figures and their supporters another chance to fully engage in the democratic process. “This is a political act, a signal to citizens who believe in these opposition leaders. If they truly want to participate in elections and offer something better, this is their opportunity—if they choose to take it,” he added.
The president concluded by saying his pardon offer stands: “My proposal remains in force.”
