Minister pledges changes to simplify eviction of tenants who don’t pay rent

Georgian Justice Minister Rati Bregadze on Friday said his body was working on a legal piece that would simplify procedures for evicting people, who do not pay a rent to the owner and refuse to leave their property.
The topic has become particularly problematic after the influx of foreign citizens, especially Russian and Belarussian citizens, following Moscow’s invasion of Ukraine in February 2022.
“This is a very big problem. There are frequent cases when a person rents an apartment and a tenant does not come out anymore… They neither pay rent nor leave, this is a problem related to the fundamental right to property,” Bregadze told MPs.
The official said the changes would give an owner an opportunity to register the rental agreement in the public register, where it will be indicated that if the tenant does not fulfill the obligation and not pay the rent, they will be evicted by the enforcement bureau.
“This will happen without a court decision and the parties will agree on this in advance “, the Minister noted.
According to the legislation adopted in recent years, it has become practically impossible to evict people who do not pay rent to their owners. Litigation is often prolonged and during this time the rights of apartment owners are violated
