Georgian Gov’t approves National Concept for General Education reform

The Georgian government has approved the National Concept for Reform of the General Education System, with the relevant decree signed by Prime Minister Irakli Kobakhidze.
The reform aims to address systemic challenges in schools and ensure students receive education that develops civic responsibility, national awareness, and competitive skills suited to a rapidly changing world.
The concept envisions strengthening fundamental subjects, including the Georgian language, history, mathematics, and natural sciences, alongside greater emphasis on national identity, cultural values, and critical thinking. School programmes will be revised to reduce academic overload and promote interactive and practical learning.
The reform also includes the introduction of a unified approach to school textbooks, expansion of extracurricular and non-formal education within schools, and improved career guidance systems for students. National exams are set to align fully with the national curriculum, while schools will offer structured exam-preparation support from the 11th grade.
Changes are also planned in early and primary education, including clearer school readiness standards and a firm school entry age of six. From the 2026–2027 academic year, school uniforms will become mandatory for primary-level students.
The Government says teacher professional development will shift to a more systemic, needs-based model, with long-term workforce planning and salary growth. Infrastructure upgrades will continue, focusing on laboratories, sports facilities, libraries, and inclusive learning environments.
The concept further prioritises inclusive education, stronger anti-bullying measures, expanded psychological and social support services, and a more flexible school funding model tailored to individual school needs.
Officials say the reform is designed to create a more coherent, value-based, and student-centered education system across the country.
