OSCE Special Coordinator sends letter to Georgian FM highlighting electoral strengths and challenges

Pascal Alizard, Special Coordinator of the OSCE and leader of its short-term observer mission for Georgia’s recent parliamentary elections, has addressed a detailed letter to the Georgian Minister of Foreign Affairs, Maka Bochorishvili. Alizard’s correspondence underscores both achievements and critical areas for improvement in Georgia’s electoral processes.

In the letter, Alizard commended the technical preparation of the elections, noting that voters were presented with diverse choices and candidates could largely campaign freely. However, he expressed concern about the deeply polarized campaign rhetoric and highlighted several significant issues:

* Voter Pressure: Instances of pressure and imbalances in resources between political parties were noted as undermining a level playing field.
* Underrepresentation of Women: Alizard pointed to the need for more women in politics, both on party lists and in leadership positions.
* Legislative Impact on Civil Society: Recently adopted laws were flagged for their potential adverse effects on fundamental freedoms and civil society’s role in Georgia.

Alizard called on Georgian leaders to take the OSCE’s preliminary findings seriously and to use the upcoming final report as a foundation for implementing electoral reforms.

“Our findings underline the importance of addressing key areas to strengthen public trust and democratic standards,” Alizard stated. He urged the Georgian Parliament to engage with the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and consider its recommendations as part of Georgia’s broader reform agenda.

The OSCE Parliamentary Assembly, according to Alizard, remains committed to assisting Georgia in strengthening its democratic governance, the rule of law, and institution-building. He emphasized the organization’s readiness to support inclusivity, transparency, and respect for fundamental freedoms in Georgia’s political processes.

“Our collective aim is to support your country in its journey towards stronger democratic governance,” Alizard wrote, offering continued collaboration and assistance to Georgia.
