Rubio confirms development of ‘potential ideas’ to end Russia’s war in Ukraine

US Secretary of State Marco Rubio has confirmed that Washington was working on a set of “potential ideas” aimed at ending Russia’s war against Ukraine. Rubio said that halting the conflict would require a “serious and realistic exchange of ideas,” underscoring that sustainable peace was only achievable if both sides agreed to difficult compromises.
“To achieve a lasting peace, both sides will need to make tough but necessary concessions. That is why we are developing - and will continue to develop - a list of potential ideas to end this war, based on proposals from both parties to the conflict,” Rubio said.
Reports emerged this week that US officials have been conducting confidential consultations with Russian representatives to explore the contours of a new “peace plan” for Ukraine. According to media accounts, the draft plan includes 28 points and reflects several of the Kremlin’s key demands - including Kyiv’s relinquishment of certain territories, limitations on specific types of weaponry, and a reduction of Ukraine’s Armed Forces.
Western media outlets further reported that the proposals were formulated without Ukraine’s participation. An American delegation reportedly intended to present the initiative to Kyiv on 20 November.
According to Financial Times journalist Christopher Miller, Ukraine recently received an urgent proposal delivered by Kirill Dmitriev, representing the Russian leadership, and Steve Witkoff, acting on behalf of the US president. The document was handed to National Security and Defense Council Secretary Rustem Umerov. Miller wrote that the proposal was “effectively equivalent to Ukraine’s capitulation.”
