Georgian Parliament adopts amendments to Higher Education Law in first reading

Georgia’s Parliament on Tuesday approved amendments to the Law on Higher Education in the first reading under an accelerated procedure, with 77 MPs voting in favour and three against.
The amendments clarify financing rules for state-founded higher educational institutions and update regulations related to academic degree levels.
Deputy Minister of Education Zviad Gabisonia, who presented the legislative package to lawmakers, noted that a new funding model would be introduced in the higher education system.
Under the changes, studies at universities founded by the Government will be fully financed by the state. Additionally, the university system will transition to a 3+1+1 structure - three years for a bachelor’s programme and one year for a master’s degree.
The amendments also extend the deadline for developing standards and the concept of an online university, moving it to January 1, 2028.
