Parliament Speaker Papuashvili hails new rules of procedure as ‘symbol of sovereignty’

Papuashvili said the updated rules, adopted during the spring session, had come into force and would now govern the day-to-day functioning of the legislature.

Georgian Parliament Speaker Shalva Papuashvili has announced the official implementation of the new Rules of Procedure, describing the legislative framework as a “key expression” of parliamentary sovereignty.
Speaking at a plenary session on Tuesday, Papuashvili said the updated rules, adopted during the spring session, had come into force and would now govern the day-to-day functioning of the legislature.
“The Rules of Procedure of the Parliament are a living document. It is tradition for a new Parliament to adopt its own rules, which is one of the manifestations of parliamentary sovereignty,” he said.
Unlike other laws in Georgia, the Rules of Procedure are signed solely by the Chairman of Parliament - a fact Papuashvili highlighted as “further proof of the institution’s autonomy.”
He also extended his thanks to all those involved in drafting the new framework, praising their efforts to modernise and refine the workings of the legislative body.
