Ukraine distrusts Russia’s vows to withdraw forces from some locations

The Ukrainian authorities say that Russia is likely trying to mislead Kyiv by its recent vows to withdraw forces around Kyiv and the northern city of Chernihiv “to boost mutual trust.” 

Kyiv believes that this is the rotation of force. 

The US states that Russia is continuing to reposition forces away from Kyiv, and is expected to refocus on eastern regions.

US President Joe Biden says “let’s see” what happens on the ground, while the UK says Russia will be judged “by actions not words.” 

Ukraine raised its proposals for security guarantees in exchange for neutrality yesterday, but it has been met with skepticism from Western leaders. 

President Volodymyr Zelensky says that Russian troops must leave the occupied territories and that Ukraine’s sovereignty and territorial integrity must be guaranteed.
“There can be no compromise on sovereignty and our territorial integrity, and it will not be. These are clear principles. This is a clear vision of the possible outcome,” Zelensky said.

Russia invaded Ukraine on february 24.
