Venice Commission recommends Ukraine not to implement law against oligarchs as it stands now

The Venice Commission of the Council of Europe has recommended Ukraine not to implement its law against oligarchs as it is now, and instead prevent threats to national security caused by their role by interconnected measures.
Adopted during its session last week, the Commission recommended Kyiv to carry out a “comprehensive analysis of existing systemic measures”, of their shortcomings in terms of structure powers and coordination.
It also called for the establishment and implementation of an “effective competition policy”, strengthening the fight against high-level corruption and the prevention of corruption.
The opinion also included the necessity to increase transparency of and accountability in public procurement, reinforcement of media pluralism, as well as transparency of media ownership.
Effective anti-money laundering approaches, the reinforcement of rules on the financing of political parties and election campaigns were also highlighted.
