WUF13 in Baku calls for human-centred urban development

The outcomes of the 13th session of the World Urban Forum (WUF13) in Azerbaijani capital city of Baku continue to shape discussions on housing, sustainability and urban development, following the gathering of nearly 60,000 participants from 176 countries this week, including heads of state, ministers, parliamentarians, mayors and urban experts.
Held under the theme “Housing the World: Safe and Resilient Cities and Communities,” the Forum focused on affordable housing, sustainable urbanisation and climate-resilient cities. Participants stressed that housing should be treated as a fundamental human right rather than only a commercial asset.
Discussions throughout the forum highlighted the need for more inclusive and people-centred cities, with stronger community participation, accessible infrastructure and climate-conscious urban planning. Special attention was given to the challenges posed by climate change, including floods, heatwaves and displacement affecting vulnerable urban populations worldwide.
Azerbaijan’s post-conflict reconstruction efforts in Karabakh and East Zangezur also attracted international attention. Delegates highlighted large-scale rebuilding projects and sustainable urban development initiatives, including the transformation of Baku’s White City district.
WUF13 concluded with the adoption of the Baku Call to Action, urging governments and international institutions to strengthen housing policies, support inclusive urban governance and invest in sustainable, climate-resilient communities.
As part of the forum’s legacy, Azerbaijan and UN-Habitat also launched the Baku Urban Award to promote innovation and global best practices in sustainable urban development.
