Ukrainian President Volodymyr Zelenskyy has accused Russia of deliberately targeting civilians and humanitarian aid.

Speaking at the III International Summit of Cities and Regions, Zelenskyy condemned what he described as a “war against life itself”, after more than 400 drones and over 40 missiles - including ballistic missiles - were launched by Russian forces during the night.

“Today, those of you who are in Ukraine can see another brutal Russian attack on our cities across the state - from Chernihiv in the north to Lutsk, from Kyiv to the southern regions,” he said.

In Kyiv, three emergency service workers were killed, and more than 10 others injured while responding to the aftermath of the attacks. City officials later confirmed that the number of injured in the capital had risen to 27.

Among the sites hit was a warehouse filled with humanitarian aid, according to Zelenskyy, who described the strike as evidence that Russia was not only targeting infrastructure, but also the foundations of civilian life.

In Lutsk, a hotel accommodating Ukrainian athletes was destroyed. Other regions, including Ternopil, Kremenchuk, and Lviv, also came under fire, with residential buildings, energy infrastructure, and industrial facilities reportedly damaged.

“Everywhere the Russian army enters, normal life disappears,” Zelenskyy said. “And in some cities under occupation, sadly, there is nothing left - only burnt ruins.”
