Zelenskyy presents ‘strength plan’ to Verkhovna Rada, reaffirms elections after peace

Ukrainian President Volodymyr Zelenskyy has unveiled a 10-point Strength Plan to the Verkhovna Rada, outlining key priorities for the country’s resilience and recovery amid the ongoing war with Russia.

The plan includes: Unity, Front, Arms, Energy, Finance, Security, Communities, Human Capital, Cultural Sovereignty, and Veterans Assistance.

Addressing the nation, Zelenskyy emphasized that elections will only take place once peace is restored.

“Ukraine first needs a fair peace, and then Ukrainians will hold fair elections,” he said.

Highlighting the legal framework, he added: “the constitution and law of Ukraine do not allow elections to be held during martial law. And no one in the world has demanded this from Ukraine, and no one can demand it.”

In October, Zelenskyy also presented a Victory Plan to Ukraine’s allies, focusing on accelerated NATO membership and enhanced arms supplies, including long-range weapons capable of targeting positions inside Russia.
