Azerbaijani journalist Afgan Sadigov has been fined ₾2,000 (about $745) and expelled from Georgia, with a three-year ban on re-entering the country, the Ministry of Internal Affairs said on Sunday.
In a statement, the Ministry said Sadigov had been detained under administrative procedures and later brought before Tbilisi City Court.
The court found him guilty of an administrative offence for insulting a police officer on social media.
Officials said the court took into account the Ministry’s position, as well as Sadigov’s record, noting he had previously been identified in 62 separate administrative offences, including violations related to public assemblies. He had also served administrative detention on two occasions.
The Ministry added that information provided by Azerbaijani law enforcement regarding alleged security concerns was also considered among other circumstances.
Authorities said Azerbaijan had sought Sadigov’s extradition in recent years in connection with a criminal case. However, Georgia had declined to extradite him following an interim measure issued by the European Court of Human Rights in Strasbourg.
The Ministry said Azerbaijani prosecutors recently discontinued the criminal proceedings in question, leading to the termination of all extradition procedures in Georgia.
The body added Sadigov’s expulsion was carried out on administrative grounds following the latest offence and that he has been returned to his country of origin.
It added that Georgia remains committed to protecting human rights while maintaining a balance with state security interests, and that individuals found to be in violation of the law will face measures set out in legislation.
