US set to approve new ‘pretty heavy’ sanctions on Russia, Trump envoy

Kellogg said there was a broad bipartisan support for the sanctions, signalling rare unity in Washington on the issue.

The United States is poised to implement a new package of sweeping sanctions against Russia, according to Keith Kellogg, the special representative of President Donald Trump.
Speaking on Tuesday, Kellogg revealed that the proposed legislation - the Russia Sanctions Act of 2025 - was ready and awaiting final approval from both Congress and the White House.
“I spoke with Senator Lindsey Graham last weekend. I know that the sanctions are ready,” said Kellogg. “Graham has them prepared and is ready to implement them.”
He described the measures as “pretty heavy,” highlighting a proposed 500% tariff on imports from Russia. The sanctions are reportedly aimed at targeting key sectors of the Russian economy, particularly the petrochemical industry.
“Russia receives most of its income from the petrochemical industry. These sanctions are aimed at this industry,” Kellogg noted.
According to Kellogg, there is broad bipartisan support for the sanctions.
