Diplomat and founder of the Institute for European Values of Georgia, Mamuka Jgenti, says the resolution set to be adopted by the European Parliament this week will carry “great and decisive importance” and could directly influence the outcome of the European Council’s July 15 meeting.
Jgenti emphasized that while European Parliament resolutions are not legally binding, they play a critical political role within the EU’s decision-making structure.
“If a resolution isn’t legally enforceable, that doesn’t make it irrelevant,” he noted. “The European Parliament’s position is central—no major decisions, including on funding, are made without its involvement. That’s why these resolutions carry enormous weight.”
Jgenti expressed alarm over the current political course of Georgia, claiming that the country is “effectively governed by Russia” and warning that “we are becoming adversaries of the entire Western civilization.”
Despite nearly 90% of Georgians supporting EU integration, Jgenti pointed out the ongoing contradiction in public opinion.
“Some people still support Bidzina Ivanishvili and believe EU membership can coexist with his influence, as if the two were somehow compatible. They are not,” he stated.
He also noted that the upcoming EU Foreign Affairs Council—chaired by Estonia’s Kaja Kallas—will continue discussions on Georgia, and predicted “a particularly difficult session” for the ruling Georgian Dream party.
“Georgia is increasingly seen as a hub for organized crime and authoritarian influence,” Jgenti said. “This is not just a political crisis—it’s an identity crisis.”
Jgenti concluded by warning that the stakes are high: “This resolution could determine whether Georgia’s European path remains open—or begins to close.”
