Russian officials hold Talks with Taliban leaders in Kabul

Russian Security Council Secretary Sergei Shoigu and Deputy Prime Minister Alexander Overchuk met with Taliban officials in Kabul on Monday to discuss cooperation in economic, transport, and security sectors, according to Russian state media.

Despite Russia’s official designation of the Taliban as a terrorist organization, discussions indicate a possible shift in relations.

Shoigu acknowledged “many changes and clarifications” since the Taliban assumed power in 2021, while Taliban representatives expressed hopes for stronger ties with Moscow and support against “Western pressure”.

Afghan news portal Alemarah reported Shoigu’s indication that Russia might remove the Taliban from its terrorist blacklist. This follows October remarks by Zamir Kabulov, President Vladimir Putin’s special envoy for Afghanistan, suggesting legal steps were underway to alter the group’s status.

The Taliban first ruled Afghanistan from 1996 until their ousting in 2001 by US-led forces. They regained power in 2021 following the withdrawal of international troops.
