NATO Chief: Ukraine must be certain there is no risk of war repeating

NATO Secretary General Mark Rutte on Tuesday said Ukraine must be confident that any future peace agreement will prevent a renewed outbreak of war, stressing that security guarantees should ensure long-term stability rather than a temporary pause in fighting.
Addressing Ukraine’s parliament, the Verkhovna Rada, Rutte noted that several European allies have indicated they are prepared to deploy forces to Ukraine once a peace deal is reached. He said that following an agreement, allied support could include troops on the ground, aircraft in the air, and ships in the Black Sea as part of broader security arrangements.
According to Rutte, the United States would serve as a key security backstop, while other partners have pledged to provide support through additional mechanisms. He emphasised that strong guarantees are essential, acknowledging that reaching an agreement to end the war would require difficult decisions.
“Ukraine must know with certainty that, no matter the sacrifices made or the destruction endured, there will be no risk of repetition,” Rutte said. He added that lasting peace would be secured not only by signed documents, but by the presence of credible force to uphold the settlement.
