The city authorities of Batumi in western Georgia have introduced additional regulations on pet ownership, animal welfare and the care of stray animals, with some provisions taking effect earlier this year and further amendments approved by the Batumi City Council at the end of October.

The new rules cover the movement and care of domestic animals, the fostering of stray animals, pet breeding and the enforcement of animal welfare requirements. The Batumi Municipal Inspectorate will oversee their implementation in cooperation with relevant municipal services.

Under the regulations, walking a dog without a leash or muzzle in public gathering areas carries a fine of GEL 150. For dogs classified as belonging to higher-risk groups, both a leash and a muzzle are mandatory. Owners are also required to clean up after their animals in public spaces.

Owners are prohibited from keeping more than five animals at the same time, excluding offspring under six months of age.

The legislation also bans non-medical procedures on animals, including ear cropping, tail docking, removal of teeth or claws, hearing impairment and vocal cord cutting.

Animals may not be taken onto public transport without appropriate protective equipment or brought into educational institutions and hospitals.

A person must be at least 16 years old and have no criminal record to become a pet owner. Owners are required to register their animals, arrange veterinary examinations and rabies vaccinations, ensure sterilisation or castration, and follow safety rules when walking them.

The regulations also allow individuals to take responsibility for stray animals through a formal registration process, provided the animals have first been sterilised or neutered. Those who foster stray animals must provide food and necessary veterinary care. The abandonment of animals will also be subject to stricter monitoring.

Municipal representatives have also been informing pet owners about the new requirements in Batumi Boulevard and carrying out measures to support the care of stray animals.
