Will Putin be arrested?

Today, on Kharkiv’s main square- Freedom Square, during the rocket attack, more than 20 Ukrainians were injured. One of them was a child. According to BBC, one of them died- an Indian student living in Kharkiv- this is the city that is the epicenter for Russian attack. Volodymyr Zelensky, President of Ukraine, says that this is the war crime, because there are no military facilities in Kharkov at all.
In Zelensky’s words, this is a deliberate massacre: “There will by all means be a tribunal. No one will forgive you [Russians] slaughtering Ukrainian civilians.”
Zelensky called on the world’s states to declare that Russia conducts state terrorism. He demanded to respond to the state terrorists accordingly, from the party of the international tribunals.
It is already known that International Criminal Court (ICC) will investigate events taking place in Ukraine. On Monday, Karim Khan, ICC Prosecutor said: “I have decided to investigate the Ukrainian case and as soon as possible”.
The Prosecutor added that ICC has already conducted preliminary investigation of the crimes connected with Kiev, namely, the forceful suppression of the pro-European demonstrations in Kiev in 2013-2014 as well as the crimes that Russia committed later on in Crimea, which was followed by Russian annexation later.
According to Karim Khan, there is a reasonable ground to suppose that Russia has committed crimes against war as well as against the whole mankind.
Although much more died on the Russian side on the 6th day of Russian-Ukrainian war, the health minister of the latter says that there are at least 352 Ukrainian victims as a result of the Russian crucial invasion. Furthermore, there are 14 children. There are around 1735 wounded people, 116 of which are children on the Ukrainian side. Bombs are everywhere, so, civilians stay in shelters. Russia even used so called vacuum bombs, banned by Geneva Convention.
