Georgian parliament approves transitional protections for student funding

The legislation also allows eligible students not only to keep previously obtained funding, but also to improve or newly obtain financial support during the transition period

The Parliament of Georgia has approved legislative amendments aimed at preserving student funding during the transition period of ongoing higher education reforms.
Lawmakers adopted the bill in its third reading under an accelerated procedure, with 77 votes in favour.
Under the amendments to Georgia’s law on higher education, students enrolled before 17 December 2025 will retain their existing state funding during the transitional period, which will remain in effect through the 2030-2031 academic year.
The legislation also allows eligible students not only to keep previously obtained funding, but also to improve or newly obtain financial support during the transition period.
According to parliament, the changes guarantee continued student participation in state grant competitions and access to social support programmes.
The bill was drafted by the Ministry of Education, Science and Youth of Georgia and introduced by the Georgian government.
