Ukrainian President Volodymyr Zelensky has announced that Ukraine’s victory plan will be available to all nations, including Russia. He emphasized that Russia should not only see this plan but also be present at the upcoming second peace summit.
“We have said that we are ready to see Russia at the second peace summit because all our allies, including those who stand firmly with us and oppose Russian aggression, have stated that Russia must be present. Russia is fighting against Ukraine, and a war cannot end without all parties involved,” Zelensky declared.
According to the president, Ukraine has been actively developing its victory plan, with three key points already prepared and virtual meetings taking place.
“Meetings will continue, and as we said, by the beginning of November, the entire plan will be ready. This plan will form the basis for any discussions with Russia, in any format, with any of their representatives. If they don’t like it, their reaction will be clear, not just vague statements like, ‘We don’t want anything and we will continue the war.’ Although, I believe that this is exactly what they want today – simply to continue,” Zelensky stated.
He further noted that the victory plan outlines rapid and specific actions that Ukraine’s strategic partners must take between now and the end of December.
“Specific actions now depend solely on our partners, and no one can say it is up to Russia anymore. The plan is essentially a bridge toward the peace summit and to any stage that leads to the end of the war. It strengthens Ukraine, both politically and militarily, and defines how our future will look after the war,” he said.
The victory plan will be presented to US President Joe Biden, US presidential candidates, and other international partners. Zelensky stressed that the plan will be open to everyone, including the public in different countries, and that Russia must see it.
“Russia needs to understand that this plan strengthens Ukraine, and they need to be aware of it,” Zelensky said.
He also provided a glimpse into some key elements of the victory plan.
“First, it guarantees Ukraine’s undeniable place in the global security architecture. Secondly, without revealing all details, the Kursk operation is part of the plan. The third point is related to the strengthening of Ukraine in terms of weaponry. Another point is not about economics but rather about future savings. That is, today you are helping us implement this plan, and in the future, Ukraine will save you significant resources,” Zelensky concluded.
